USDOT Secretary Duffy specifies key focus points in preparation for the Surface Transportation Reauthorization bill presentation

USDOT Secretary Sean Duffy recently signed a Memorandum of Understanding (MOU) with the Texas Department of Transportation, marking a significant step towards helping Texas build infrastructure projects faster. The MOU was signed during a conference attended by congressional members, infrastructure industry representatives, and Texas DOT officials.

The conference also served as a platform for Duffy to outline the upcoming Surface Transportation Reauthorization Bill, which aligns with President Trump’s "America is Building Again" agenda. The bill focuses on four main priorities: enhancing transportation safety, accelerating project delivery, increasing opportunities, and strengthening partnerships.

Enhancing transportation safety includes improvements to bridges, safety for transportation workers and pedestrians, truck parking, and autonomous vehicles. Accelerating project delivery involves reforming the National Environmental Policy Act (NEPA) and permitting processes, enhancing the One Federal Decision framework, and increasing the use of technology to speed up infrastructure projects.

Increasing opportunities includes investment in transportation infrastructure that supports economic growth by expanding capacity and mobility, relieving congestion, and encouraging more private sector investment. Strengthening partnerships involves prioritizing federal interests, improving efficiencies, and supporting research.

Duffy emphasized the mission to build infrastructure projects quickly and significantly while streamlining rules and regulations to ensure projects move efficiently and funds are disbursed rapidly. This marks a historic removal of burdensome red tape, empowering state DOTs to manage their projects and cut down on unnecessary costs and delays.

The Surface Transportation Reauthorization Bill, when passed, will set funding levels, policy directives, and programmatic requirements for several federal agencies. Duffy urged governors nationwide to assume NEPA responsibilities and take the lead on project delivery, following the federal-state partnership model set by the Texas DOT.

In a separate announcement, USDOT announced a request for information, "Advancing a Surface Transportation Proposal that Focuses on America's Most Fundamental Infrastructure Needs." The current Surface Transportation Authorization expires on Sept. 30, 2026. This upcoming bill is expected to shape the future of transportation infrastructure in the United States.
