Taiwan Imposes Anti-Dumping Duties on Vietnamese Cement and Clinker Imports
Taiwan has imposed anti-dumping duties on cement and clinker imports from Vietnam, following an investigation that found Vietnamese exporters were dumping these products at unfairly low prices. The investigation, initiated by the Taiwan Cement Manufacturers Association, covered the period from July 1, 2023, to June 30, 2024.
The anti-dumping duties will take effect from July 28, 2025, and remain in force for five years, until July 27, 2030. The duty rates vary by exporter, ranging from approximately 13.59% to 23.2%.
The Taiwanese authorities determined that the dumping posed a significant risk of damage to local producers, justifying the anti-dumping measures. The decision does not significantly impact Vietnam’s overall economic situation but is necessary to safeguard local businesses.
Taiwanese manufacturers emphasize the importance of fair trade practices, especially in industries critical to regional employment and the economy. Affected Vietnamese exporters have two months from the publication date of July 22 to file an appeal with the Taipei High Administrative Court.
The Trade Remedies Authority of Vietnam urges exporters and associations to consider requesting annual or periodic reviews to secure lower duties. Exporters are also encouraged to diversify their products and markets to expand.
The decision does not affect cement and clinker exports from Vietnam to any other countries. The investigation and subsequent decision involve cement production in Thaí Nguyễn Province, Vietnam. The decision may impact the price and volume of cement and clinker exports from Vietnam to Taiwan (China).
