Lower Saxony Streamlines Municipal Funding with New Act

The German federal state of Lower Saxony has announced the implementation of the Lower Saxony Municipal Funding Act (NKomFoG), a regional legislative framework designed to simplify and increase investment funding for municipalities, districts, and cities within the state.

The new act aims to reduce bureaucratic hurdles and make funding more accessible, enabling local authorities to plan and implement projects more effectively. It also increases the overall volume of investment funds, ensuring a greater share of the state budget is dedicated to local infrastructure projects.

The distribution of funds within the administrative bodies is based on population. A basic amount of 200,000 euros per municipality is provided to specifically support particularly small communities. The total volume of the NKomFoG is 600 million euros, with 50.9 percent allocated to cities and municipalities, and 49.1 percent to districts.

The Interior Minister Daniela Behrens (SPD) announced the decision, stating that the red-green state government plans to make funding easier and faster for cities, municipalities, and districts. The state government believes that the current regulations of the state budget law are too bureaucratic and is introducing the NKomFoG to circumvent these regulations.

Under the NKomFoG, municipalities will be able to draw funds in a lump sum and without complex proof procedures. The draft law will be directly referred to the interior committee, as previously announced.

The state government, which includes the SPD, hopes that the NKomFoG will relieve the administrations of the state and municipalities significantly. By putting the NKomFoG into effect, Lower Saxony aims to foster stronger local governments capable of responding efficiently to community needs, driving economic growth, and improving the quality of life for residents through better-funded and easier-to-access municipal investment programs.

For detailed legal texts, implementation guidelines, or recent amendments related to the NKomFoG, these are typically available on the Lower Saxony state government’s official websites or legal databases. The state government anticipates that 400 million euros will be paid out to municipalities this year, provided the state parliament agrees. The "Pact for Municipal Investments" will be implemented quickly and unbureaucratically, as per the agreement in March between the state and municipalities.
