The Cebu City Medical Center (CCMC) has faced delays in the creation of as-built plans, a process known as baselining, due to leadership changes within the City Engineering Office. These incomplete plans have been deemed inaccurate representations of the current state of the construction, which are essential for determining the progress and remaining tasks of the project.

In response, Cebu City Mayor Nestor Archival has decided to engage external experts—professionals from electrical, mechanical, civil, structural, and architectural fields—to complete the creation of accurate as-built plans for the hospital. This move effectively transfers the baselining task from the City Engineering Office to these newly hired experts[1].

The CCMC, initially a two-story facility, was damaged in the 2013 earthquake and subsequently demolished. The new facility partially opened in December 2020 during the Covid-19 pandemic, but only three out of the planned 10 stories are currently operational. The fourth to seventh floors lack partitions, and the top three floors remain unbuilt.

Mayor Archival halted the civil works phase after discovering the deficiencies in the as-built plans. He emphasised that the next contractor must be aware of where to connect and what has been done in the CCMC to ensure a smooth continuation of the project. Dakay Construction, the winner of the P700-million Phase 5 contract, has been instructed to submit the required plans before resuming work[2].

Phase 5 covers the interior partitions for the third to fifth floors and is expected to be finished in 240 days. The completion of these as-built plans will help determine the current state and missing components of the CCMC project, providing a clear picture of what has been done and what remains to be completed[3].

The City has spent a total of P1.138 billion on the CCMC since 2014, with P566 million spent on Phase 1, P36 million on Phase 1.1, P299 million on Phase 2, P99 million on Phase 3, and P136 million for the P916-million Phase 4 contract[4].

As-built plans show the actual, as-constructed state of a building, making them an invaluable tool for understanding the progress and status of construction projects. In the case of the CCMC, these plans will play a crucial role in ensuring the successful completion of the project.
