Leonberg Faces Financial Challenges, Contemplates Spending Freeze
The city of Leonberg, located in southwest Germany, is grappling with a deteriorating financial situation, as a decline in business tax revenue has resulted in an 8 million euro shortfall. In response, the city's finance office has imposed a spending freeze, considered the mildest measure to counteract this worsening financial situation in the short term.
According to the Leonberg editor-in-chief, investments in attractiveness and quality are believed to pay off in the long run. However, the spending freeze could affect local clubs, cultural, or social institutions, as new hires, investments, or voluntary services supporting volunteer work and non-profit institutions would not be possible.
The city council will convene in a special session to discuss strategies to halt this downward trend. Individual areas in Leonberg still have discretion within the reduced budget limit, but a cap on goods and services has already been implemented, reducing department budgets to 75% of their original amounts. If departments continue to use only an average of 31% of their budgets, the finance office expects "no significant restrictions."
Despite the challenges, various major projects, such as the new central development area Postareal, the planned city quarter Berliner Straße, and the building area Hinter den Gärten, are being delayed. These delays push expected revenues of 1.3 million euros far into the distance.
The finance office is not ruling out a last resort of savings, which could involve passing a supplementary budget. The city of Ditzingen, a neighboring city, has already imposed a spending freeze.
