Nuclear power facility located in Michigan inches towards resumption of operations

The Palisades Nuclear Power Plant, located along the Lake Michigan shoreline in Covert, Michigan, has made history as the first U.S. nuclear plant to receive approval to return to operations after a shutdown[1][3]. The plant, which has a capacity of 800 megawatts and has customers for its electricity, was acquired by Holtec International in 2022[7].

Holtec International, the current owner of the plant, has been granted permission by the U.S. Nuclear Regulatory Commission (NRC) to load new nuclear fuel and transition licensed reactor operators back to on-shift status[1][2][3]. These steps are crucial for the restart of the plant, with new fuel delivery expected in late July or early August 2025[1][2][3].

However, several additional NRC licensing actions are still pending, and the plant must fulfill further NRC requirements before it can begin startup[2][3]. Extensive testing, inspections, and maintenance will also be conducted to ensure the plant's safe, secure, and reliable operation under ongoing federal oversight[2][3].

Holtec has secured a $1.5 billion loan from the U.S. Department of Energy, with multiple payments already disbursed, including under the Biden administration to aid the restart process[1][2]. Despite this progress, there remains opposition from environmental and anti-nuclear groups, who have raised health and safety concerns and intend to challenge the final license approvals in court[1][4].

The Palisades plant, which initially went into operation in 1971 and shut down in 2022, is on track to be the first commercial nuclear power plant in the U.S. to reopen after a shutdown[7]. The NRC site contains government documents on Palisades' operations and restart plans[6].

Paula Wethington, a digital producer at Detroit, has been following the Palisades story closely. A graduate of the University of South Carolina, she has a background in digital content roles at NEWSnet, Gannett/USA Today network, and The Monroe News in Michigan[5].
