Monthly energy aid sanctioned by the Romanian administration for financially struggling homes

The Romanian government has approved a new support mechanism aimed at assisting vulnerable electricity consumers, particularly low-income households. This initiative, set to commence on July 1, 2025, and run until March 31, 2026, was introduced by an emergency ordinance on June 27, 2025[1].

The support mechanism takes the form of monthly energy vouchers worth RON 50[1]. These vouchers are designed to help eligible households cover their electricity bills after the electricity price cap expires on July 1, 2025.

Eligibility for the support mechanism is limited to single individuals with a net monthly income of up to RON 1,940, and families with a net monthly income per member of no more than RON 1,784[1].

Beneficiaries can apply for these vouchers online via a dedicated digital platform developed by the Special Telecommunications Service (STS). Alternatively, applications can be submitted in person at local post offices or town halls[1]. For those who cannot use digital tools, postal and municipal staff provide assistance. Paper applications are entered into the system within three working days[1].

The vouchers are valid for electricity bills issued between June 1, 2025, and March 31, 2026. Once activated, the voucher system remains valid for 12 months from the date of the last top-up[1]. It is important to note that the energy vouchers can be used exclusively to pay electricity bills.

Energy Minister Bogdan Ivan stated that this initiative will assist approximately 2.1 million low-income households[1]. The estimated financial impact of the program is approximately RON 1 billion[1].
