🗓 Starting May 5, 2025, the Ministry of Industry and Trade (MoIT) takes charge as the sole overseer of Certificates of Origin (C/O) in Việt Nam, aiming to streamline bureaucratic procedures, foster digital transformation, and combat fraudulent origin claims. This shift is a part of MoIT's implementation of the Law on Government Organisation 2025 and the Law on Local Government Organisation.

On April 21, the Minister of Industry and Trade issued Decision No. 1103/QĐ-BCT, centralizing all C/O-related activities under the ministry's jurisdiction. Previously, the Vietnam Chamber of Commerce and Industry (VCCI) held the authority to issue various certificates, including non-preferential C/Os like Form B, certificates confirming unchanged origin, and registration of REX codes under Norway and Switzerland’s Generalised System of Preferences (GSP) scheme. As per the new rules, all related procedures will be handled by MoIT's C/O issuing agencies.

Now, businesses can apply for both preferential and non-preferential C/Os at a single point of contact - the MoIT's authorized offices, simplifying the process and consolidating state management on origin matters. In order to facilitate this change, the ministry has instructed its relevant departments to expedite the digitalization of non-preferential C/O issuance through the national eCoSys platform. This digital upgrade is designed to cut down on administrative burdens, minimize travel costs, and pave the way for full electronic C/O issuance.

The centralized and digital approach aims to increase transparency, improve service efficiency, and support Vietnam's goal of achieving double-digit export growth by avoiding origin fraud and illegal transshipment.
