Vietnam has played a significant and multi-dimensional role in ASEAN since joining the bloc in 1995. Over the years, the country has proven to be a proactive and constructive member across the political-security, economic, and socio-cultural pillars.

Political-Security Pillar

In the political-security realm, Vietnam is recognised as a pillar of ASEAN solidarity, consensus, and regional resilience. The country has been particularly influential in steering ASEAN through complex regional security issues, such as the East Sea (South China Sea), maintaining a clear and consistent stance while contributing constructively to negotiations on the ASEAN-led Code of Conduct (COC). Vietnam has also been instrumental in fostering peaceful dispute resolution and mediating disagreements within ASEAN, thereby deepening trust among member states and reinforcing regional stability and cooperation.

During its ASEAN Chairmanships, notably in 1998, 2010, and 2020, Vietnam's diplomatic initiatives have helped ASEAN maintain a cohesive regional voice and regional centrality amidst geopolitical challenges. In 2020, Vietnam demonstrated strong leadership in crisis diplomacy, hosting the ASEAN Summit virtually and implementing coordinated regional recovery measures during the peak of the COVID-19 pandemic.

Economic Pillar

Economically, Vietnam has been a key driver of ASEAN’s economic integration and prosperity. Its strong economic growth and increasing integration with ASEAN member economies have enhanced the bloc’s collective resilience and development. Vietnam contributes actively to initiatives aimed at narrowing development gaps within ASEAN, such as the Initiative for ASEAN Integration (IAI). Furthermore, Vietnam's efforts in promoting intra-ASEAN trade and cooperation have supported the strengthening of ASEAN as a dynamic economic community.

Socio-Cultural Pillar

On the socio-cultural front, Vietnam has played a role in fostering ASEAN community building with a people-oriented and forward-looking approach. The country initiated the ASEAN Future Forum in 2024 to help shape ASEAN’s future direction and contribute to a more united and resilient community. It supports cultural exchanges and social cooperation that underpin a strong, cohesive ASEAN identity and community spirit.

ASEAN-Vietnam Relations

The diplomatic relations between Vietnam and Malaysia have seen a significant upgrade, with the recent establishment of a Comprehensive Strategic Partnership. Malaysia plays a key role in the semiconductor supply chain supporting Vietnam's manufacturing sector, as Vietnam emerges as a new production hub in Asia.

For green and sustainable development, Vietnam participates in ASEAN energy cooperation, such as ASEAN Power Grid, renewable energy transition, and supports sustainable investment frameworks in line with the emerging ASEAN Green Deal.

Overall, Vietnam is viewed as a pillar and a balancer within ASEAN, helping to shape a “more cohesive, proactive and people-oriented ASEAN.” Its leadership, particularly in challenging contexts, and its commitment to ASEAN’s core principles have made it a valuable partner politically, economically, and socio-culturally, elevating ASEAN’s regional and global standing.
