Kazakh Prime Minister Affirms Unwavering Support for OPEC+ Accord by Kazakhstan

Kazakhstan, a key member of the OPEC+ alliance, is significantly increasing its oil production and exports, making it a crucial player in the European energy market. In the first half of 2025, the country produced nearly 50 million tons of oil, marking a substantial increase from the previous year. Oil exports in this period rose to 39.6 million tons, a nearly 12% increase compared to the first half of 2024.

The country aims to reach total oil production of about 96.2 million tons and exports of 70.5 million tons by the end of 2025. This upward trend is supported by projects led by major companies like Chevron, which have helped push Kazakhstan’s total daily oil production to potentially exceed 2 million barrels per day in 2025, up from 1.83 million barrels per day in 2024.

The majority of Kazakhstan's oil is transported through the CPC pipeline, which delivers most of its volume to export terminals on Russia's Black Sea coast, facilitating export flows toward European markets.

In line with the OPEC+ alliance's production agreements, Kazakhstan has decided to increase its oil production in August. Prime Minister Olzhas Bektenov made this statement during a July 15 briefing with journalists, but no specific timeline for the completion of the production expansion project at the Tengiz field was provided. The technological and infrastructural aspects of the Tengiz expansion are contributing to the increased oil production.

Kazakhstan remains committed to its obligations under the OPEC+ agreement, despite the impact of the Tengiz field expansion project on its ability to meet its obligations. The country's growing production capacity positions it as an important supplier to global markets, including Europe, especially as European countries seek diverse energy sources amidst geopolitical shifts.

Looking ahead, Kazakhstan’s role in supplying oil to Europe is expected to grow. The government is targeting economic growth and industrial development, potentially doubling GDP by 2029, with significant investment in the energy sector and infrastructure. This suggests Kazakhstan will maintain or even expand its oil exports, continuing to support Europe’s energy needs within OPEC+ strategies.

It is important to note that the OPEC report, published on July 11, predicts that Kazakhstan and Azerbaijan will play a significant role in supplying oil to Europe in the long term. However, the report does not provide a detailed analysis of the impact of the Tengiz expansion on Kazakhstan's oil production or specify any changes in Kazakhstan's production quota for August.

In summary, Kazakhstan is a rising oil producer and exporter within OPEC+, with production nearing 2 million barrels per day and exports increasing over 2025, largely flowing via the CPC pipeline to Europe. The country plans to expand production and exports further, supporting European energy diversification and supply stability, while remaining a cooperative member of OPEC+. This trajectory underscores Kazakhstan’s growing strategic importance in Europe’s oil supply landscape within the coordination framework of OPEC+.

  1. Despite Kazakhstan's increasing oil production, as mandated by the OPEC+ agreement, the country remains committed to ensuring a diverse energy supply for European markets, leveraging projects led by companies like Chevron to boost its production capacity, eventually exceeding an output of 2 million barrels per day.
  2. Given the strategic expansion in oil production and exports, supported by significant growth in industrial development and energy sector investment, Kazakhstan is poised to play a more prominent role in supplying oil to Europe, further supporting the continent's energy needs within the OPEC+ framework, as per the OPEC report published on July 11.
