Saxony-Anhalt, a state in Germany, has suffered a significant setback with Intel's decision to abandon its plans for a chip factory in the region. The project, initially estimated to cost around 30 billion euros and create about 3,000 jobs, was officially cancelled in July 2025 after being put on hold since late 2023.

The decision by Intel was not surprising to Sven Schulze, the state's economics minister. According to Schulze, who is a member of the Christian Democratic Union (CDU), the company's internal issues played a major role in the withdrawal. Intel has been experiencing financial difficulties, with reported losses of $2.9 billion in the most recent quarter despite stagnant sales.

The semiconductor sector has faced oversupply and declining demand globally, making large investments in new factories less viable in the short term. This market reality caused Intel to halt construction and reconsider its capacity needs.

Schulze also mentioned that the "America First" policy of former U.S. President Donald Trump acted as a discouraging factor for Intel’s European investment. The "America First" approach meant stronger incentives and focus on domestic chip production, which conflicted with Intel's plans to build capacity abroad.

Despite the setback, regional leaders maintain that the exposure Intel brought could benefit future industrial projects. Schulze stated that worldwide attention gained through Intel could be positively utilized for future investments.

In summary, Intel’s decision was driven by a combination of internal financial and strategic challenges, a weak global chip market, and the discouraging effects of U.S. trade and industrial policies that favored domestic production over European expansion. The company's withdrawal is a significant blow to Saxony-Anhalt, but regional leaders remain optimistic about the potential benefits for future industrial projects.
