Four subsidiaries of "Gazprom Neft" rank among the top ten largest taxpayers in the Omsk region
The Tax Revenue Outlook for 2024 Discussed at the Public Council Meeting of the FNS
Last Thursday, April 2nd, 2026, the Public Council meeting at the FNS (Federal Tax Service) of Russia's Omsk region addressed the tax revenue figures for 2024. According to the head of the analytical department of the agency, Olga Smirnova, the consolidated regional budget grew by 132 billion rubles, a 10% increase compared to 2023. Of this, 106 billion rubles (7% higher than the previous year) were allocated to the regional budget, with another 15 billion rubles (31% more than 2023) contributed to the budget of Omsk City, and 11 billion rubles (up by 21%) directed to municipal districts within the region.
Member of the Public Council, Igor Fedorov, from Omsk State Technical University (OSTU), published a ranking on his blog of the top 10 largest taxpayers in the region.

- Transneft-West Siberia LLC
- Ab InBev Efes LLC
- Gazpromneft-Supply LLC
- Central Design Bureau Automation LLC
- Omsk Transport Machinery Plant LLC
- Automatics Service LLC
- GK Titan LLC
- Poliom LLC
Notably, four companies directly linked to Gazprom Neft appear on the list: Gazpromneft-Omsk Refinery, Gazpromneft-Supply, Automatics Service, and Poliom.
In total, 9 Gazprom Neft subsidiaries operate within the Omsk region, developing the petrochemical cluster based on the Omsk Refinery.
"Gazprom Neft involves many interconnected legal entities. There's the refinery itself, for example, Poliom. This entity is also among the top taxpayers. Another plant is being built, becoming another taxpayer. There's, for instance, Avangard Hockey Club, which also falls among the major taxpayers in terms of NDFL (personal income tax) contributions", explained the Minister of Finance of Omsk region, Vadim Chechenko, in an interview with the "New Omsk" publication.
Previously, "SuperOmsk" reported on the visit of Russian Minister of Economic Development Maxim Reshetnikov and the Omsk region's governor, Vitaili Chokhenko, to the Omsk Refinery. The head of MinEconomy praised and positively evaluated the ambitious modernization of the plant, stating that it ranks among the most technologically advanced in Russia's oil processing industry.
