Four-member household may expect to cut 220 euros from their electricity bills

A recent study by the Institute of the German Economy (IW) anticipates significant savings for consumers following a proposed overhaul of electricity pricing in the government's plans. A four-person family with an annual consumption of 4000 kilowatt-hours could potentially save approximately €220 yearly as a result.

The study suggests that lowering the electricity tax to the European minimum for all consumers and abolishing several levies could bring considerable relief to many households. This reduction in electricity costs would exceed the coalition agreement's goal of reducing prices by five cents per kilowatt-hour, according to the IW.

The proposed Changes:

  • Lower electricity tax to the European minimum

  • Abolition of the Combined Heat and Power Act levy
  • Abolition of the levy under the Electricity Grid Fee Regulation

While small and medium-sized businesses would see savings of 4.6 cents per kilowatt-hour, large industrial corporations would save around 4.2 cents under the new plan. It remains unclear how the savings will be allocated and what the future industrial electricity price for energy-intensive companies will entail.

The institute points out that while this move is a positive step, it does not provide a long-term solution to the country's electricity needs. Energy economist Thilo Schaefer from the IW emphasizes the importance of improving the overall efficiency of the German electricity system. This involves investing in more renewable energy, energy storage, and controllable power plants, and ensuring that these developments keep pace with growing demand.

Further strategies to address long-term solutions beyond the measures adopted by the German government could include:

  • implementing incentives for energy storage and flexibility
  • promoting energy efficiency through the Energy Efficiency First Principle,
  • expanding renewable energy capacity,
  • optimizing the electricity grid and market operations,
  • investing in advanced technologies and infrastructure,
  • encouraging behavioral and economic incentives for energy-saving consumer practices,
  • fostering international cooperation
