The services these companies bid for included simple road repairs, supplying bitumen emulsion, or gravel. Most contracts ranged from 40,000 euros to 200,000 euros.

When the heat was on, the Federal Cartel Office teamed up with the Düsseldorf Public Prosecutor's Office for some raids in 2019. One company decided to cop a plea under the leniency program.
