Electricity and Energy Department initiates initial phase of Integrated Transmission Plan Procurement Programme

The Department of Electricity & Energy has initiated a Request for Pre-Qualification (RFQ) for new electricity transmission infrastructure under the Independent Transmission Projects (ITP) Procurement Programme (IPPP tender no: DEE/001/2025/26). The deadline for submitting RFQ responses is September 15, 2025, at 5:00 PM local time.

To participate in the RFQ phase, prospective respondents must follow the online registration process detailed in the RFQ. The purpose of this RFQ stage is to identify and shortlist pre-qualified bidders with the necessary technical expertise, financial capacity, and proven experience.

The transmission lines and associated substations for this project have been identified by the department in consultation with the National Transmission Company SA.

To access the RFQ document, you should visit the official procurement or energy ministry website of the relevant authority managing the IPPP tender, typically the Ministry of Energy or the Independent Power Transmission Office. The RFQ document is usually available on their official tender or procurement portal.

A non-refundable documentation fee of R150,000 is required to access the RFQ. The payment should be made by means of a direct deposit or electronic funds transfer into the bank account: Nedbank, GTAC-IPP, Account number: 1068872608, Branch: Corporate Client Services, Johannesburg, Branch code: 198765, Swift code: NEDSZAJJ. The prospective respondent company name must be used as the payment reference.

RFQ responses must be delivered to IPP Office, Building 9, Byls Bridge Office Park, Centurion, Pretoria. Enquiries should be directed to the project officer via email: [email protected].

Pre-qualified bidders will have the opportunity to submit bid responses to the subsequent Request for Proposal. The exact registration deadline will be communicated on the ITP Procurement Programme website.

This initiative is part of the Department of Electricity & Energy's ongoing efforts to strengthen the country's electricity transmission network, ensuring a reliable and sustainable energy supply.

  1. The department is seeking pre-qualified bidders with substantial financial capacity and relevant industry experience, as the non-refundable documentation fee of R150,000 is required to access the RFQ.
  2. The successful pre-qualified bidders will have the opportunity to submit bid responses to the subsequent Request for Proposal, which is a step towards strengthening the country's energy supply and transmission network.
