Deep conversation initiates between Russia and the United States regarding intensification of discussions about the Sakhalin 1 project

In a significant development, Russian President Vladimir Putin signed a decree last month that could pave the way for foreign investors, including Exxon Mobil (XOM), to regain shares in the Sakhalin-1 oil and gas project. This decision was made on the same day as Putin's meeting with President Donald Trump in Alaska.

The Sakhalin-1 project, an ongoing area of work, was mentioned by Russian Deputy Foreign Minister Sergei Ryabkov as an example of potential collaboration between the two nations. Ryabkov also stated that Moscow is ready to deepen discussions with the U.S. on energy cooperation.

Opportunities for investment and business collaboration were indeed on the agenda during the Putin-Trump meeting in Alaska. However, it's important to note that the exit of Exxon Mobil from the Sakhalin-1 project in 2022 was due to Russia's military action in Ukraine.

Exxon previously held a 30% operator share in the Sakhalin-1 project. The U.S., following Exxon's exit, took an impairment charge of $4.6 billion to exit its Russian business. Interestingly, Exxon Mobil is the only non-Russian investor to have quit its stake in the Sakhalin-1 oil and gas project.

President Putin's decree allows foreign investors to reacquire shares in the Sakhalin-1 project, but under the condition that these investors take steps to support lifting Western sanctions against Russia.

Ryabkov also mentioned that Russia is in contact with the U.S. on various issues, and that dialogue continues. The talks in Alaska also included discussions to find peace in Ukraine, a crucial matter for both nations.

With this new development, it remains to be seen how the energy and business landscape between Russia and the U.S. will evolve. The re-entry of Exxon Mobil and other foreign investors into the Sakhalin-1 project could potentially bring about significant changes in the energy sector, especially given the strategic importance of the project.
