Supporting Entrepreneurs and Streamlining Business in Kazakhstan

Efforts to support entrepreneurs and remove administrative barriers in Kazakhstan are gaining momentum, with President Kassym-Jomart Tokayev and Commissioner for the Protection of Entrepreneurs' Rights, Kanat Nurov, leading the charge.

Recent developments include the adoption of Order No. 55 by the Ministry of National Economy, establishing a comprehensive Unified Register of State Support Measures. This Register consolidates over 100 financial, property, and non-financial support tools for businesses, providing reliable, up-to-date information aimed at reducing informational and administrative barriers. By ensuring access to state support, the Register is designed to encourage business development and protect entrepreneurs' rights[1].

The Register is published on official government platforms, reflecting the government’s commitment to transparency and accessibility. Moreover, the broader governmental approach seeks to minimize bureaucratic obstacles in critical sectors like cross-border trade and tourism by implementing modern digital systems at border checkpoints and improving infrastructure. This is intended to balance security needs with the reduction of red tape, thus facilitating smoother business operations and protecting commercial interests[2].

President Tokayev and Commissioner Nurov have been actively addressing systemic problems within the framework of the strategy for protecting entrepreneurship. Nurov has presented proposals for amendments to regulatory acts governing entrepreneurial activity, and individual cases have been referred to relevant regulatory and law enforcement agencies[3].

These efforts have resulted in significant progress. The number of complaints from entrepreneurs decreased by 12% due to the effectiveness of the administrative justice system[4]. Furthermore, Kanat Nurov reported that 1759 out of 3275 complaints from entrepreneurs were resolved positively, representing 53.7% of the total[5].

President Tokayev has stressed the need for further strengthening measures to protect the rights of entrepreneurs. He emphasized that the primary focus, as per the Head of State's instructions, is on identifying and eliminating excessive administrative barriers for business[6].

In conclusion, Kazakhstan is actively enhancing business support mechanisms through digital registries, infrastructural upgrades, and intergovernmental collaborations, thereby safeguarding entrepreneurs’ rights and promoting a conducive business environment.
