Yearly public hearings on the execution of the 2024 regional budget have taken place in the Legislative Assembly of Krasnoyarsk Krai. The outcomes of these hearings will serve as a basis for preparing budgets for the upcoming years.

It's that time of the year again, where the hectic Legislative Assembly of Krasnoyarsk Krai gathers for the annual public hearing on the execution of the regional budget for the following year. These discussions play a crucial role in shaping the budget for the upcoming years.

At these lively meetings, conversations revolving around the budget execution involve deputies, regional administrators, local authorities, and members of the public. Presentations were given by Tatyana Magdibur, the Minister of Economy and Regional Development, and Victor Astrahanov, the temporary Chairman of the Audit Chamber of Krasnoyarsk Krai. Other voices heard were those of Irina Pastukhova, Minister of Social Policy, and Egor Vasiliev, Chairman of the Committee on Economic and Tax Policy of the Legislative Assembly. Representatives from Dzerzhinsky District, Soznoborsk, and Shushenskaya District shared insights about their territories' financial status.

Vladimir Bakhar, the Vice-Premier of the Krasnoyarsk Krai Government and Minister of Finance, offered a rundown of the financial results of the previous year and the key directions for the coming years.

"In 2024, we faced an increase in the dollar exchange rate, prices for gold and oil, which positively affected the revenue part of the budget. This enabled us to maintain our social obligations, develop infrastructure, and modernize the economy," explained Bakhar.

Krasnoyarsk Krai maintained top positions among Russian regions in crucial economic and financial indicators.

The volume of investments surpassed the one trillion ruble mark for the first time ever.

In terms of quality of life, the region remains a leader in Siberia, including in average salary levels.

The main parameters of the consolidated regional budget for the first time exceeded 520 billion rubles.

Revenues stood at 520.7 billion rubles, expenses were 527.4 billion rubles.

The budget was executed with a technical deficit of 7 billion rubles, but thanks to smart management, substantial reserves were formed, ensuring a "safety net" for the current year.

The spending part of the budget was primarily directed towards the implementation of state programs, with the total amount of financing for these programs exceeding 400 billion rubles. The sectors of education (12.2 billion rubles), healthcare (7.2 billion rubles), and housing and public utilities (2.6 billion rubles) saw the most significant growth.

Out of 77 billion rubles allocated for social support, 15 billion rubles were used to help families with children.

Special attention was given to the support of participants in Special Military Operations and their families. In Krasnoyarsk Krai, a comprehensive system of support measures is in effect, consisting of over 30 different areas. In 2024, over 8 billion rubles were directed towards these initiatives, of which 6.5 billion rubles were used directly for support of participants in Special Military Operations and their families.

Another key issue was the increase in wages for employees in the public sector. Over the past years, the allocation for these purposes has significantly grown, reaching 286 billion rubles by 2025.

On the local level, increases in both revenue and expenditure were observed as well. By the end of 2024, the cumulative parameters of local budgets reached approximately 240 billion rubles.

The total amount of inter-budget transfers from the regional budget amounted to 146.3 billion rubles, about 70 billion rubles of which were used to address local issues, including roads, landscaping, education, culture, and sports.

For the upcoming year, the region faces the challenge of realizing 19 National Projects, in 13 of which Krasnoyarsk Krai participates. Already, around 50 billion rubles are earmarked annually for these projects.

Special focus was placed on issues concerning municipal governance and the new local governance system introduced in 2025.

The transition to the single-level model will strengthen local budgets, improve the quality of services provided, and reduce bureaucratic costs. At the same time, unique aspects of various territories must be considered, for which measures regarding transport accessibility, the development of communications, and mobile internet connectivity have been instituted. These changes require synchronization with the budget process, adjustments to the system of inter-budget relationships, and timely preparation of budgets for the coming years.

Sergei Vereshchagin, the head of the regional government, outlined priorities for further work aimed at improving the financial stability of the region: support for the machinery industry, automation of technological processes, increases in labor productivity, stimulation of new industries, resolution of infrastructure bottlenecks, and support for investment activity.

"Last year, we surpassed a significant milestone: investments exceeded one trillion rubles. Given that the GDP of Krasnoyarsk Krai is expected to reach 4 trillion rubles - the ratio of investments to produced goods in our region is approximately 25%. This is a very good indicator, which needs to be maintained. I would like to emphasize that investment development is the fundamental requirement for the stability and growth of the regional economy," said Vereshchagin.

Alexei Dadatko, the Speaker of the Legislative Assembly, highlighted the importance of transparency in the budgetary process:

"Given evident reasons, the regional budget is formed and executed in challenging circumstances, where factors on a global scale come into play, as well as international developments and the activities of major corporations. When we talk about stability and balance in our entire financial system, we understand that we manage to compensate for these factors and demonstrate an appropriate level of management of the budgetary processes in the region. The volume of funds requiring management is quite substantial. The revenue part of the budget – over 65% – was directed towards the social sphere."

Following the discussions, the "Law on the Execution of the Regional Budget of Krasnoyarsk Krai for 2024" will be presented at the next session of the regional parliament, and a resolution summarizing the discussions will serve as the foundation for the preparation of the budget for the 2026-2028 years.
