Government Meetings Address Local Budget Concerns in Mirny, Yakutia

In a meeting held in the Yakutia Parliament, the Mirinsky District's local government discussed legislative initiatives regarding two taxes integral to the district's revenue: NVO and NDF.

The Natural Resource Used (NVO) tax, which compensates for environmental impact, is primarily paid by the mining conglomerate ALROSA. As of January 1, 2026, all NVO payments will be directed to the republic's budget entirely, significantly reducing the district's income. Currently, the district treasury receives 60% of this tax. The district is responsible for making a decision on this issue by June 1 this year.

NDF, on the other hand, has been impacting the district budget due to the merger of NPF "Almaznaya Osenn" with AO "NPF GAZFOND". According to the Mirinsky District's Deputy Head for Economy, Georgy Basharin, NDF from pension payments to participants of non-state pension agreements has been credited to the Moscow budget. The district government has voiced concerns that this negatively affects their budget as many residents work for ALROSA, and "Almaznaya Osenn" was the company's pension fund.

In response, the Yakutia parliament deputies have decided to establish a working group consisting of representatives from the Ministry of Finance of Yakutia, the Federal Tax Service of Russia in Yakutia, and the Mirinsky District. The group's primary objective is to amend Article 226 of the Tax Code of the Russian Federation to ensure NDF continues to be allocated to local budgets.

The residents of Mirny have also appealed for regulations on the taxation of the incomes of participants in SVO and Far North workers, ensuring these revenues also contribute to their local budgets.
