A recent survey conducted by DataSenado, a research arm of Brazil's Federal Senate, has revealed that a whopping 60% of the adult population supports the legalization and regulation of land-based gambling in the country. This fascinating discovery could signal the much-debated legislation's potential momentum, currently being pondered by the Senate.

Unveiled on April 22, this survey arrives at a lively time when the Senate is actively discussing PL 2,234/2022—a legislative proposal aimed at legalizing land-based casinos, bingo halls, jogo do bicho (a popular betting game), and betting on horse racing. The bill has already successfully navigated the Senate's Justice and Citizenship Committee in June 2023 and is now waiting for a full Senate vote.

Public Approval Shifting the Tide

The survey, administered between February 21 and March 1 via computer-assisted phone interviews, polled 5,039 Brazilians aged 16 and above. As reported, 60% of the respondents expressed their support for legalizing land-based gambling, while 34% were against it, and 6% remained undecided or declined to answer.

These findings suggest a significant sea change in public opinion, strengthening Senator Irajá Abreu's position as the bill's rapporteur, who recently expressed optimism that the bill has gained enough support to progress in the Senate.

Economic Considerations Drive the Mandate

Economic considerations have played a crucial role in generating political and public backing. According to the survey, the legalization of land-based gambling could pump up to BRL20 billion (roughly $3.5 billion) into Brazil's economy annually through taxes and tourism. When asked about the expected impact on tax revenue, 58% of respondents agreed it would boost tax collections, while 22% thought it would have no effect.

The survey also indicated that 44% of Brazilians believe that a formalized gambling industry would foster employment. International bigwigs, including Hard Rock International, have already expressed interest in the market. The company's senior vice president of casino and hotel operations, Alex Pariente, has gone on record about the potential of large-scale integrated resorts to stimulate the tourism sector and generate jobs.

Curbing Illicit Activities and Betting Addiction

The survey suggests that legalizing the gambling sector could help mitigate existing issues related to illegal betting. Despite its illegality, land-based gambling is pervasive in Brazil, with only 25% of respondents believing that the ban has been effective in inhibiting the practice. In terms of measures to combat illicit activities, 65% of Brazilians saw it as "extremely important" to implement regulations to combat gambling-related crimes such as money laundering, and 17% deemed such regulations "important." Furthermore, 62% supported video slot oversight to ensure fairness and transparency.

Additionally, the survey revealed support for harm-reduction measures such as a confidential national registry for individuals struggling with gambling addictions (54%) and rules preventing gambling-related debt (52%).

While there is growing consensus, it's worth mentioning that the proposed legislation has drawn criticism from some quarters, particularly from the federal police, who have voiced concerns over potential money laundering activities.
