Legislation Bill 9256, slated for parliamentary review and potential approval by May's end, targets KRAIL for a comprehensive overhaul while tightening regulations within the gambling sector.

Shedding Light on the 9256-d Bill: A Contentious Move Towards Gambling Regulation Reform in Ukraine

Anticipated Outcome for Controversial Legislation on Gambling Industry Restrictions by Getmantsev

In the hot seat, Daniil Getmantsev, head of the tax committee and the brainchild of the 9256-d bill, casually dispensed his insights in an interview with "Ukrainian News."

"I can't fathom a people's deputy who'd vote against this bill or even abstain," Getmantsev boldly declared.

HeThree key aspects of the bill came to the fore:

  1. Responsible gaming rules, including curbing advertising akin to tobacco regulations.
  2. Limited business roles for individuals with questionable reputations in the industry's leadership or ownership.
  3. Stake limitations, allowing the regulator to dictate the frequency of betting, preventing excessive excitement.

Getmantsev also highlighted plans to block unlicensed 'black' sites, a move expected to impact thousands of Ukrainian-targeted sites, with only a paltry 17 currently in compliance. The bill offers an array of additional tools aimed at refining the market to near perfection.

However, it's worth mentioning that the 9256-d bill has sparked discontent among businesses. Anton Kuchukhizde, head of UGC, laments the lack of dialogue with the business community regarding the bill's stipulations. He underscores concerns about the bill's potential favoritism towards lotteries and potential threats to the white gambling market.

Moreover, likening KRAIL's dissolution to a technical glitch, Getmantsev dismissed concerns about the corresponding norm in the bill. KRAIL's demise, he claims, is a direct result of issues with an online monitoring system, which was set to launch in 2022 but encounters persistent roadblocks.

Under the 9256-d bill, Ukraine endeavors to overhaul its gambling regulation landscape, but the hasty process has ruffled feathers within the business community, sparking conversations about market stability, regulatory transparency, and political influence on the burgeoning regulatory body.
