Mandaue City, Philippines - The Mandaue City Council has announced plans to reallocate unused funds totaling P218.45 million from 2016 to 2024 to fund 12 development projects. The decision comes following the declaration of savings and the endorsement of a supplemental budget proposal by the City Development Council.

The proposed projects span various sectors, including waste management, hospital design, solar lamps, road repairs, sports facility upgrades, and food assistance. Among the projects are the lease of garbage compactors and dump trucks, estimated at P20 million, and the improvement and upgrade of the Mandaue City Sports Complex, with a proposed budget of P23 million.

City Councilor Joel Seno, who is part of the committee on budget and finance, has authored an ordinance seeking to revert the accumulated savings to the general fund for these projects. The ordinance is currently waiting for final approval.

The budget for the procurement of aggregate supplies for repairs and maintenance has an allocated budget of P2 million. The procurement of heavy equipment for drainage maintenance and other projects is budgeted at P30 million, and another P5 million is allocated for the procurement of construction supplies for city and barangay repairs, excluding administrative expenses.

Soil testing for the sports oval and Mandaue City College is estimated to cost P5 million, while the detailed engineering design for the city hospital is proposed at P45 million. The installation of solar lamps is budgeted at P5 million, and P5 million is being set aside for the provision of asphalt mix for road maintenance across various barangays.

Unfortunately, several original projects were stalled or discontinued due to delays, legal hurdles, or shifts in priorities. Among the setbacks were road right-of-way acquisitions where negotiations with residents remained unfinished.

Food assistance to households is pegged at P60 million. The savings will serve as a supplemental budget for priority projects, ensuring the continued development of Mandaue City.
