Adif Expands High-Speed Rail Liberalization, Adding 72 Daily Services by 2027
Adif, the Spanish rail infrastructure manager, has announced plans to liberalize high-speed rail routes, following the success of the initial offer that ended in 2020. This move aims to increase services and accommodate the growing number of train travelers, which reached a record 182.2 million in the second quarter, marking a 3.4% increase.
The first phase of liberalization, completed in 2020, saw agreements with operators AVLO, Iryo, and Ouigo for routes between Madrid and Barcelona, as well as other lines. Adif aims to finalize the entire process by the end of 2027, with the second phase focusing on multi-year agreements with companies to provide legal certainty and facilitate scheduling.
The new offer will introduce 72 daily services, distributed as follows: 32 on the Madrid-Galicia corridor, 24 between Madrid and Asturias/Cantabria, and 16 for the Madrid-Cádiz/Huelva line. The liberalization of these corridors will be supervised by the National Commission on Markets and Competition, with the Network Statement outlining the calendar and rules for the process. Companies interested in operating on these corridors can apply throughout 2026.
