In the heart of eastern Seoul, a customer is shopping at Cheongyangni Traditional Market in the Dongdaemun District. This market, like many others, is preparing for the government's consumer coupon program, set to begin on July 21.

While the specific retailers participating in the promotions for the consumption coupon program are yet to be named, Cheongyangni Traditional Market has announced its acceptance of government-issued consumption vouchers. The nature of the goods or services being purchased is not detailed, but it's clear that the market is gearing up for a surge in customers.

Convenience stores and other retailers across the city are ramping up promotions for the consumption coupon program. The purpose of these promotions is to attract customers using the consumption coupons. However, the specific terms and conditions of the program for foreigners are not yet detailed.

Foreigners generally are not eligible for Korea's consumption coupons. But exceptions exist. Foreign nationals can receive the coupons if they:

  • Are listed on the same household registration as at least one Korean citizen.
  • Are enrolled in the national health insurance system either as a subscriber or dependent, or receive medical aid.
  • Hold specific visas such as permanent residents (F-5), marriage migrants (F-6), or recognized refugees (F-2-4), and are covered by national health insurance or medical aid.

These foreigners must be registered on the resident registration list that includes Korean citizens, confirming their eligibility for the program designed primarily to stimulate Korean household income and local spending.

It's worth noting that only 13% of foreigners in Korea are eligible for the consumption coupon program. This suggests that the majority of the program's benefits will be directed towards Korean households.

As of July 25, the customer's identity remains undisclosed, shopping anonymously among the bustling market stalls. The identity of the foreigners who are eligible for the consumption coupon program is also not revealed, adding an air of mystery to the program's rollout.
